Road tax and registration charges for new cars in Maharashtra and Mumbai, 2026

In Maharashtra, an individual buying a petrol car pays 11% road tax up to Rs 10 lakh, 12% up to Rs 20 lakh and 13% above that. Here are the diesel, CNG and EV rates and the fixed fees.

In Maharashtra, an individual buying a new petrol car pays a one-time road tax of 11% of the ex-showroom price up to Rs 10 lakh, 12% above Rs 10 lakh and up to Rs 20 lakh, and 13% above Rs 20 lakh. Diesel cars pay 13%, 14% and 15% in the same bands. CNG and LPG cars pay 8%, 9% and 10%. Electric cars pay no road tax and no registration fee. On top of the tax come fixed charges: Rs 600 for registration, Rs 1,100 for the HSRP number plate, and Rs 1,500 for hypothecation if you take a loan. The rates, by fuel and price band

The tax is a percentage of the ex-showroom price, not the on-road price. The band your car falls into depends on that ex-showroom figure.

Two separate sources give the same petrol slabs. Not every source agrees on the rest. One lists Maharashtra CNG at 8%, 8%, 9% and 10% across four price bands. Another lists the slabs as 11%, 12%, 13% and 14%, with a fourth band above Rs 40 lakh. The table above uses the three-band structure that most of the sources give.

Published examples show what the rates mean in rupees:

  • A Rs 8 lakh petrol car pays Rs 88,000 at 11%.
  • A Rs 15 lakh petrol car pays Rs 1,80,000 at 12%.
  • A Rs 15 lakh diesel car pays Rs 2,10,000 at 14%.

At the same Rs 15 lakh price, the diesel car pays more road tax than the petrol car. That compares the one-time tax only. It does not cover fuel or other running costs, so it should not decide your fuel choice on its own.

There is also a ceiling on the one-time tax. According to one source, the state raised it from Rs 20 lakh to Rs 30 lakh. Another says the Rs 30 lakh cap has applied since July 2025.

Watch the Rs 10 lakh line

One calculator shows a petrol car at Rs 9,90,000 paying Rs 1,08,900 in road tax, and one at Rs 10,10,000 paying Rs 1,21,200. In that example, the higher rate applies to the whole ex-showroom price, not only to the part above Rs 10 lakh. If the variant you want sits just above Rs 10 lakh or Rs 20 lakh ex-showroom, price the variant just below the line as well before you decide.

What gets added on top of road tax

The fixed RTO charges for a car, as two sources list them, are:

  • Registration fee: Rs 600
  • HSRP number plate: Rs 1,100
  • Hypothecation: Rs 1,500, only if the car is financed

Sources also describe extra levies, and they do not agree on them. One lists an infrastructure levy of 2% of the road tax amount. Another describes a 2% road safety cess on the tax, with a worked figure of Rs 3,120 on a Rs 1.56 lakh tax. A third source claims an extra 0.25% welfare cess applies in the Mumbai Metropolitan Region. These may or may not be the same charge under different names, so ask the dealer to name each line.

One source puts the total RTO cost for an Rs 8 lakh petrol car at Rs 91,310, against Rs 88,000 of road tax. Most of the RTO bill is the tax itself. The fees and levies are the smaller part.

Company-registered and imported cars

If the car will not be in your own name, the tax is higher. One source says petrol cars not owned by individuals, and imported cars, are taxed at 20% in every slab. Another says a vehicle registered to a company pays 1.25 times the standard rates. The two sources describe this differently, so get the exact rate in writing before you register a car to a business.

Electric cars: no road tax, no registration fee

All EVs registered in Maharashtra continue to get a 100% exemption from road tax and registration fees, according to one source. Another says the 0% road tax on EVs is valid until March 2030. Separately, under a Ministry of Road Transport and Highways notification of 2 August 2021, battery-operated vehicles are exempt from fees for issuing or renewing a registration certificate and for assigning a new registration mark.

The limit is cash. A private EV buyer pays zero road tax and registration fee and travels toll-free on key expressways, but gets no cash purchase subsidy, according to one source. Another says the incentive is only for commercial and transport-use electric cars.

Worked example: Tata Safari in Mumbai

IndiCar's price list dated 1 September 2026 covers 72 variant and powertrain combinations of the Tata Safari, in petrol and diesel, with manual and automatic gearboxes. These are Mumbai prices for an individual buyer. The cheapest version is the Smart Petrol Manual 7-seater.

On-road minus ex-showroom comes to Rs 2,43,009, and RTO is the largest single item in that gap. At Rs 13,39,990 ex-showroom, this petrol variant sits in the band above Rs 10 lakh and up to Rs 20 lakh. The RTO line of Rs 1,66,565 is IndiCar's figure for Mumbai and includes more than the headline slab rate, so ask the dealer for the itemised breakup.

At the other end, the Accomplished UL STH AT6 Diesel Automatic 7-seater has an ex-showroom price of Rs 26,90,990 and an on-road price of Rs 32,58,744 (32.59 lakh). That puts it above Rs 20 lakh, in the band where diesel pays 15%. The gap between the cheapest and most expensive Safari on-road is Rs 16,75,745. Every combination is on the Tata Safari price page.

What to ask the dealer

  • Ask for the RTO figure broken into road tax, registration fee, HSRP, hypothecation and any levy or cess, each with its rupee amount.
  • Ask which ex-showroom price the road tax was calculated on, and check it against the slab table above.
  • If you are paying cash, ask that the Rs 1,500 hypothecation charge be removed.
  • If your variant sits just above Rs 10 lakh or Rs 20 lakh, ask for the on-road price of the variant just below.
  • If you are registering to a company, ask for the applicable rate in writing.
