Maharashtra EV policy in 2026: no road tax or registration fee for electric cars, but no subsidy for private buyers
By Arjun Ramanarayanan, IndiCar · Published 30 October 2026 · Tips
Electric cars registered in Maharashtra pay no motor vehicle tax or registration certificate fee until 31 March 2030. The 2025 policy gives private car buyers no purchase subsidy.
If you buy a private electric car in Maharashtra in 2026, you pay no motor vehicle tax and no registration certificate fee. You get no purchase subsidy. The Maharashtra Electric Vehicle Policy 2025 keeps cash incentives for electric four-wheelers used for transport and gives private buyers tax and toll relief instead.
What the policy is and how long it runs
The Maharashtra Electric Vehicle Policy 2025 runs from 1 April 2025 to 31 March 2030. The Home Department notified it through a Government Resolution (GR) dated 23 May 2025, and it replaces the EV Policy 2021.
The policy covers electric vehicles sold and registered within the state during that period. If you register an electric car in Maharashtra before 31 March 2030, the rules below apply to you.
Road tax and registration fees
Road tax on an electric car is zero. The GR gives all EVs sold and registered in the state during the policy period a complete exemption from motor vehicle tax. It also exempts them in full from registration certificate fees and renewal fees.
Transport minister Pratap Sarnaik confirmed this. He said EVs sold and registered in Maharashtra pay no motor vehicle tax, registration certificate fee or renewal charge.
You may still pay a few small charges. Some fee calculations show a Rs 600 registration fee and a Rs 1,100 charge for the high security registration plate (HSRP), so the waiver may not remove every line on your bill. IndiCar gives you the written on-road breakup for the exact variant before you book, so you can see what is charged.
The net saving on a passenger EV from these waivers is reported at Rs 80,000 to Rs 1.5 lakh.
No purchase subsidy for private cars
The new policy pays no subsidy on a privately owned electric car. Under the 2021 policy, benefits for private electric four-wheelers were capped at Rs 1.75 lakh. The 2025 policy limits four-wheeler incentives to transport or commercial vehicles.
- Transport-category electric four-wheelers: incentives of up to Rs 2 lakh.
- Number covered: 25,000 transport-category electric four-wheelers.
- Private electric cars: no purchase incentive in 2026.
If you are buying a car for personal use, no subsidy comes off the price later. The cash goes to taxi and fleet buyers who register in the transport category.
Toll waivers on three expressways
Electric passenger cars pay no toll on the Mumbai-Pune Expressway, Atal Setu and the Samruddhi Mahamarg. On other state and national highways under the Public Works Department, they get a 50% toll discount.
This is the only benefit that keeps paying after you buy. The policy sets the discount but no rupee value, so what it is worth depends on how often you use these roads.
GST: the EV advantage has narrowed
Electric cars pay 5% GST with no compensation cess, and GST 2.0 kept that rate. Since 22 September 2025, small petrol cars have paid 18% GST, down from 29%. Mid-size and large cars pay 40%.
| Tax | Electric car | Petrol car |
|---|---|---|
| GST | 5%, no compensation cess | 18% (small cars), 40% (mid-size and large cars) |
| Maharashtra road tax | Nil | 11%, listed as Rs 88,000 on a Rs 8 lakh car |
The gap has narrowed because petrol and diesel cars got cheaper to tax while EVs stayed at 5%.
Who the policy suits
- Private buyers: zero motor vehicle tax and no registration certificate or renewal fee, but no subsidy.
- Frequent highway drivers: no toll on three state expressways and a 50% discount on other Public Works Department highways.
- Taxi and fleet buyers: incentives of up to Rs 2 lakh, capped at 25,000 transport-category electric four-wheelers.
- Buyers of premium electric cars: you are advised to check the Transport Department's current circulars.
Our view: for a private buyer, the case for an electric car now rests on the road tax waiver and tolls, not on a subsidy. Compare full on-road prices, not ex-showroom prices. You can check the RTO charge for any model with the on-road price calculator, or browse all new cars with on-road prices. This article covers purchase taxes and fees only. It does not cover running costs, such as charging against fuel, and those can change the answer.
