FASTag on a new car in Mumbai: who issues it, what it costs, the 2026 KYV change and switching banks

FASTag has been compulsory to register a new car since December 1, 2017. On a Mumbai Skoda Slavia it is a Rs 850 line in the on-road price. Who issues it, the 2026 KYV change and switching banks.
On a new car you do not go out and buy a FASTag yourself. It has been compulsory for registering a new four-wheeler since December 1, 2017. The tag is normally fitted at the point of sale, because the RTO will not register the car without it on the windscreen. Its cost is usually built into the on-road price. In IndiCar's Mumbai price for the cheapest Skoda Slavia, the FASTag line is Rs 850.
Is FASTag compulsory on a new car?
Yes. Under the Central Motor Vehicles Rules, 1989, FASTag has been mandatory for registering new four-wheelers since December 1, 2017.
In practice this means the tag is part of getting the car registered. It has to be on the windscreen before the RTO will register the vehicle. The dealer or manufacturer therefore normally fits it at the point of sale.
Who issues the FASTag on a new car?
A bank issues it. FASTags come from banks that are members of the National Electronic Toll Collection network.
The tag on your new car will be tied to one of these issuer banks, and that bank holds the wallet you recharge. This matters later if you want a different bank. The section on switching banks below explains how that works.
What does a FASTag cost?
The tag itself costs Rs 100. HDFC Bank describes this as a one-time joining fee including applicable taxes. One guide says it is the only charge the Government caps, at Rs 100 including GST.
Everything else depends on the issuer. The security deposit and first recharge vary by vehicle class and by bank, and published figures for a private car differ.
| Charge | Figure | Source |
|---|---|---|
| Tag joining fee (one-time) | Rs 100 including taxes | HDFC Bank |
| Security deposit, Car/Jeep (Class 4) | Rs 200 | One guide |
| Security deposit, private vehicle | Rs 150 (as of March 2026) | BankBazaar |
| Minimum recharge, Car/Jeep (Class 4) | Rs 200 | One guide |
The deposit is not lost money. It is refunded when you close the FASTag account.
How does FASTag show up in a Mumbai on-road price?
It appears as its own line, and it is the smallest one. Here is IndiCar's breakup for the cheapest Skoda Slavia, the 1.0 Classic Petrol Manual, for individual registration in Mumbai, from IndiCar's price list dated 1 October 2026.
| Item | Amount |
|---|---|
| Ex-showroom price | Rs 9,99,900 |
| RTO registration and road tax (Mumbai, individual) | Rs 1,21,659 |
| Insurance (first-year comprehensive) | Rs 62,089 |
| FASTag | Rs 850 |
| On-road price | Rs 11,84,498 |
On this variant the on-road price is Rs 1,84,598 above ex-showroom. Registration, road tax and insurance make up almost all of that amount. The FASTag line is minor next to them. If you are comparing what the price includes, read the registration and insurance lines first.
IndiCar prices 12 Slavia variant and powertrain combinations, all petrol, with manual and automatic gearboxes. On-road prices run from Rs 11,84,498 for the 1.0 Classic Petrol Manual to Rs 22,52,842 for the 1.5 Monte Carlo Petrol Automatic. You can see every variant on the Skoda Slavia prices and configurator page.
What changed in FASTag KYV from February 1, 2026?
NHAI said it is discontinuing the mandatory Know Your Vehicle (KYV) process for all new car, jeep and van FASTags issued from February 1, 2026. The relaxation covers cars, jeeps and vans only.
The check has moved to before activation. Issuer banks must now validate vehicle details against the central VAHAN database before they activate any FASTag. If the vehicle data is not available there, verification is done using the Registration Certificate. Post-activation validation options have been removed entirely.
For tags already on cars, KYV will be needed only where a complaint is received. Without a complaint, no KYV is required for an existing car FASTag.
Can you move your FASTag to another bank?
Yes, and you may not need a new sticker. NHAI said on 17 September that its Rajmargyatra app carries a new service called OneTag. It lets you change the bank behind your FASTag while the same tag stays on the windscreen. According to reports, the Tag ID and registration number stay the same.
To port, you complete the eligibility and verification requirements, give consent and pick the new participating issuer. Your old bank closes the wallet and refunds the remaining balance after adjustments. After porting, an interoperable FASTag has a six-month cooling period before it can be ported again.
The older route still exists. HDFC Bank's guidance is to close the existing FASTag and apply for a new one with another authorised bank. Whichever route you use, a vehicle cannot have more than one active FASTag linked to the same registration number. Close the old account before a new tag goes live.
Should you buy the FASTag Annual Pass for a new car?
The pass costs Rs 3,075 for FY 2026-27, up from Rs 3,000. It gives one year of validity or 200 toll plaza crossings. You can buy it only through the Rajmargyatra app or the NHAI website.
Whether it pays off depends on how often you cross tolls. That is a number only you know. It is a separate purchase from the tag that comes with the car, so you can decide after delivery.
What IndiCar confirms in writing before you book
Before you book, IndiCar gives you the itemised on-road price in writing, including the FASTag line. It also confirms whether your variant is in stock and the delivery date.
At delivery, confirm that the tag is affixed, which bank issued it, and that it is linked to your correct registration number. Keep a note of the issuer bank. You need it to recharge, and to use OneTag if you switch later.
