Installing an EV Charger in a Mumbai Housing Society: NOC, Maharashtra Rules, Costs and Documents

Seven days: under Maharashtra's rules, a housing society should grant an EV charger NOC within a week if safety norms are met. Here are the rules, documents, costs and tariffs for Mumbai flats.

Your housing society should give you a no-objection certificate (NOC) for a home EV charger within seven days of your application, as long as the installation follows the Chief Electrical Inspector's Safety Advisory for EV charging stations in Maharashtra. Installing a charger is a delicensed activity, so you do not need a licence to put one in.

The practical limits in Mumbai come from where you park, how much power your connection can carry and which power company supplies your building. This guide covers each in turn.

Can a Mumbai housing society refuse an EV charger?

Not if safety norms are met. Maharashtra's cooperative housing circular of November 2022 requires a society to grant the NOC within seven days of the application where the safety conditions are followed.

The legal footing is simple. Setting up an EV charging station is delicensed, so any individual who wants to install a charger is free to do so.

What the Maharashtra and central rules say

Two layers of rules apply: the central guidelines and the state's housing society conditions.

  • Central: The Ministry of Power issued its Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure on September 17, 2024. They treat EV charging as a de-licensed activity that anybody can set up and operate, and they require separate metering for EV charging station tariffs.
  • State conditions: The Additional Registrar (Housing) issued draft conditions on the approval process for EV charging stations on July 14, 2022.
  • Court direction: Reports say the Bombay High Court, hearing Amit Dholakia v. The State of Maharashtra (Writ Petition 1580 of 2024) in January 2025, disposed of the petition and directed state authorities to finalise and implement those conditions on a priority basis. The court also directed the Registrar of Cooperative Societies to circulate the finalised conditions to all housing societies in Maharashtra.

Where you can and cannot install the charger

Parking type matters more than society consent. According to legal commentary on the 2024 Fire Guidelines, EV charging points are prohibited only in automated car parking towers, puzzle parking and basement parking areas. If your allotted slot is in one of these, that is the real obstacle, not the committee.

The reported Maharashtra safety conditions also require the following:

  • All electrical work must be done by a licensed electrical contractor approved by the state government.
  • Keep at least 5 metres between the vehicle and the charging point.
  • Install all sockets within a height of 800 mm above the highest flood level, which matters in low-lying Mumbai compounds.
  • Keep charging points away from children's play areas.

What documents the society will ask for

Expect to describe the charger, the power source and who is installing it. One guide for resident welfare associations lists what a society may ask for:

  • Resident and flat details, and parking details
  • Charger make, model and rated power
  • Electricity source and load requirement
  • Cable-routing plan
  • Installer details and equipment documentation
  • A restoration or maintenance undertaking, where relevant

Another guide recommends stating the charger type and safety certifications, such as BIS or ARAI-approved equipment, and proposing an individual sub-meter so your charging is billed separately from the common area supply. That sub-meter proposal tends to answer the committee's most common worry before it is raised.

What documents the power company will ask for

Your EV tariff, application route and connection timeline come from your distribution licensee, not from the state. In Mumbai that usually means BEST in much of the island city, and Adani Electricity or Tata Power across large parts of the suburbs.

An EV meter application commonly asks for:

  • Identity proof and address proof
  • Ownership or occupancy documents
  • An existing electricity bill and your consumer number
  • Load details
  • The society permission or NOC, where applicable

Confirm the exact list with your distribution company. If the charger needs more power than your sanctioned load, you must apply to the licensee for a higher sanctioned load.

How much a home EV charger costs in a Mumbai society

Published estimates vary widely, and no two guides break the cost down the same way. The table shows each figure as its source gives it.

ItemEstimateSource
7.5 kW smart AC chargerRs 30,000 to Rs 35,000Zevpoint
Sub-meter installationRs 2,000 to Rs 5,000Zevpoint
Installation: cabling, conduit, MCB, earthing and labour (most apartments)Rs 15,000 to Rs 40,000EVSelect
Separate EV meter, one-timeroughly Rs 4,000 to Rs 6,000EVSelect
Typical home install, including charger, wiring and meterRs 40,000 to Rs 75,000Bolt.Earth
Level 2 AC charger, per unitRs 30,000 to Rs 50,000Dwello
DC fast charger, per unitRs 2 lakh to Rs 5 lakhDwello

For a single flat owner, the AC charger figures are the relevant ones. DC fast chargers cost several times more per unit. Ask your licensed contractor for an itemised quote that separates the charger, cabling and meter, so you can match it against these lines.

What tariff you pay for charging at home

It depends on your meter and your licensee. The Ministry of Power's earlier guidance says domestic electricity rates apply to charging EVs at home. Where you take a separate EV connection, a dedicated tariff applies. BEST's LT-VI EV charging tariff, for example, is Rs 7.43 per kVAh for FY2026-27.

Adani Electricity and Tata Power set their own terms for their areas, so check with your licensee before choosing between a sub-meter on your existing supply and a separate EV meter.

The order to do it in

  • Check that your parking slot is not in a basement, puzzle or automated tower.
  • Choose a BIS or ARAI-approved charger and a state-approved licensed electrical contractor.
  • Submit the society application with the charger details, cable route, load requirement and a sub-meter proposal.
  • Apply to BEST, Adani Electricity or Tata Power for the EV meter or a higher sanctioned load, attaching the NOC.
  • Have the contractor install to the safety conditions above.

Seven days from your application. Maharashtra's cooperative housing circular of November 2022 requires the society to grant the NOC within that time where the safety norms are met.

Do I need a licence to install an EV charger in my building?

No. Installing an EV charging station is a delicensed activity. The Ministry of Power's 2024 guidelines treat EV charging as something anybody can set up and operate. The electrical work itself must be done by a state-approved licensed electrical contractor.

Can I install a charger in basement or puzzle parking in Mumbai?

No. According to legal commentary on the 2024 Fire Guidelines, EV charging points are prohibited in automated car parking towers, puzzle parking and basement parking areas. Those are the only locations the guidelines rule out.

How much does a home EV charger cost in a Mumbai society?

Estimates vary by source. One guide puts a typical home install, including charger, wiring and meter, at Rs 40,000 to Rs 75,000. Another gives installation at Rs 15,000 to Rs 40,000 for most apartments plus roughly Rs 4,000 to Rs 6,000 for a separate EV meter.

What electricity tariff applies to EV charging in Mumbai?

It depends on your licensee and meter. Domestic rates apply to charging at home on your existing supply. BEST's LT-VI EV charging tariff is Rs 7.43 per kVAh for FY2026-27. Adani Electricity and Tata Power set their own terms for their areas.

What if my charger needs more power than my connection allows?

You must apply to your distribution licensee for a higher sanctioned load. In Mumbai that is BEST, Adani Electricity or Tata Power, depending on where you live.
